Can I install an updated version of safari on my I-pad?
I need an updated version of Safari to upload my Dr office patient portal.

Use the Software Update function in Settings or iTunes on a computer to update the iOS.
If you're using the latest version for your model, no; check for other browsers in the App Store. An iPad 2 or 3 isn't capable of 10 or above.
