iPad local/iCloud storage

I have an iCloud account with 200gb of iCloud storage (46gb available), and I have my iMessages backed up to iCloud, but my iPad still has more than 1gb of storage taken up by iMessages. Is there any way to have iMessages stored only in iCloud and not have any iPad storage taken up by it?

No. Messages are not backed up in the cloud. Rather, the cloud acts to synchronize messages across all devices. So., deleting a message will delete it in the cloud too. Conversely, keeping a message retains it in the cloud too.
