I tried to forward some suspicious emails using reportphishing@apple.com and it was returned because it contained spam. I am on my MacBook. It makes no sense to me that the reporting address rejects the email because it contain spam. Isn't that the whole point? Any other suggestions?

Attach the scam email to your email to Apple do not forward the scam email.

include the header information by selecting the message and choosing
Forward As Attachment from the Message menu."
I can’t figure out how to attach an email to another email. I only have an iPhone and anything else I see seems to require having a iPad or Mac.
Also, the link you provided specifically says to forward the suspicious email.
