and how do I delete it and avoid it filling up ever again?? ive run into this issue on my iPhone and Mac Pro now where there's over 200GB of data that I can not locate nor delete.

Unfortunately, you cannot manage the other category; the OS does it:

Among other things, it also contains local snapshots created by Time Machine if there hasn't been a recent backup made.
