Not letting me stop Family Sharing

Try removing all family members and then see if you can disband the family. From the article below.

Remove someone from your family group

The family organizer can remove anyone age 13 or older* from the family group. If you need to, you can transfer a child to another family.

Leave Family Sharing - Apple Support

If necessary, contact Apple ID Support for assistance.  See the Apple Support articles below for contact information.

Get Support      -    Work through the screens to get a chat option. You may have to pick a slightly different problem.
