iPod touch (7th generation) low volume output

My ipod touch's volume when plugged into my mixer/pa is significantly lower when compared to the CD player I use through the same mixer. I really have to crank the volume up on the mixer to get the usual volume that I use on the CD player. I've switched 3.5/RCA cables and channels. It's the same. I've checked the volume on the ipod, it's all up. I've gone to sounds in settings and made sure lock sound is off. I've made sure EQ and sound check are off and also the silver volume shown when playing a song is all the way up. I've read about unlocking the Volume limit. It doesn't seem to be an option on the Ipod touch 7gen. Is this just how they are or am I missing something? Any and all help would be appreciated.
