To cancel the iCloud storage (which is where the storage is, it's not on your phone) and assuming you have no other devices which need to access it, please see Downgrade or cancel your iCloud storage plan - Apple Support

If you're talking bout the refund, you go to https://reportaproblem.apple.com/?s=6, select 'Request a refund' in the drop-down menu, and select your purchase in the list. If you can't see it go to https://getsupport.apple.com
