Tornado warnings
My iPhone X and my husband’s iPhone 7 both have emergency alerts enabled. He got a tornado warning on his phone last night and I did not. The phones were in the same house. What happened?

You previously mentioned that Emergency Alerts is enabled; did you confirm that by going to Settings > Notifications > Emergency Alerts?
Just to confirm, does the issue only occur with alerts for extreme weather conditions? In other words, do you receive other emergency or government alerts without an issue?

That’s the problem … sometimes it works … sometimes it doesn’t.
Everybody is involved so NOBODY is responsible to make sure it actually works. (nor is it routinely tested)
If you’re serious about receiving alerts and warnings and don’t want to depend on the cellular “lash-up” …
… you’ll want a NOAA Weather Radio; a dependable, purpose-designed alerting system which is tested weekly.
Yes, that's where I looked. I get all other notifications that I have set up, as far as I know. I turned off the amber alerts, and I don't think there have been any other emergency or government alerts, at least not since I have this phone (last spring). This is the first one that my husband got, in any event. He has my old phone :).

Are the phones on same or different carriers?
The “emergency alert via cellular” is a “kludgy band-aided-together lash-up built on the cheap,” with a lot of failure points and is difficult to reconstruct “delivery failures.”
A difference between two carriers might help narrow-down the failure point.
