Try Resetting the Home Screen Layout:

1. Go to: Settings
2. Tap: General
3. Tap: Reset
4. Tap: “Reset Home Screen Layout”
5. See it Safari is Now Shown

You can find Safari by looking in your App Library or by swiping down from the Home screen and searching for it.

In Safari, if you would like to view the mobile version of the site, tap the two 'A's (which is on the top left), and then tap 'Request Mobile Website'.
