App Store download

Trying to download anything from the App Store I get this message. “This Apple ID has not yet been used in the iTunes Store” . I log in with my valid iTunes user name and password and the same message just keeps coming up. I hit review and same message again and again.

What is the exact error message that you receive after reviewing your account information? Is your payment method match the country or region for your Apple ID?
