my question is, does buying Icloud Storage also give you general storage
iCloud storage is independent of iPhone storage. If you need more space on your phone, you will need to delete something.

No, iCloud virtual storage and iPhone physical storage are two completely different things and one cannot substitute for there other. The iPhone physical storage cannot be upgraded - it is fixed when you bought the iPhone. For more info, see:
