I no longer own an Apple device, but members of my family sharing group do. How do I change permissions on (or manage in general) Family Sharing from either Windows or Android? Is there a way to change the organizer to my husband who uses an iPhone?

You mentioned changing the organizer to your husband. There is not a way to change the organizer of a Family Sharing group. He'll need to form a new Family Sharing group and members will need join the new one. These articles can help with that process:
