Use a Computer:

Do so using a computer, as it would be more user friendly doing so.

First, Enable Photos in iCloud:

Once Contacts is is enabled on iCloud, then all would be uploaded to iCloud.

On an iPhone:

Log into iCloud on the new iPhone. Then, tap Contacts in iCloud settings, making it green.

1. Go To: Settings
2. Tap: Your Name (Top-Item)
3. Tap: iCloud
4. Tap: Photos (so that it is green)

Then...

Download them:

Use this site on your Mac: https://www.icloud.com/photos

If you have a computer, synch photos using either iCloud for Windows or Mac Photos. You can then copy photos to an external drive, or keep them where they are and use the external drive as a backup.
