iPad locked up

I don’t have a network and iPad is locked up at choose a Wi-Fi network and can’t get to Home Screen any ideas?

You can't activate an iPad without wifi network or without Internet access, sorry.

I only play solitaire on it Network not needed

You need to activate the iPad first which requires network access.

Also many apps, especially free ones, phone home to download ads

and need network access for that.
