You can share your iTunes Store purchases (and other purchases) by using:

Download family members’ purchases on iPhone - Apple Support

If you subscribe to the Apple Music Family plan, you can share that subscription;

Get an Apple Music family subscription - Apple Support

but everyone gets their own music library. You can still share playlists using:

See what friends are listening to in Apple Music on your iPhone, iPad, iPod touch, or Android device - Apple Support
