Can multiple users access ipad- signing in with their own apple id’s?
Sorry no. You can do that on a computer, not on iOS devices.

You don't, or better, you can share that iPad, bearing in mind that you cannot change the Apple ID (and as a consequence, both of you see/use/share same apps, same media, same documents/messages, same data, etc.).
