Transfer files
So my Mac Pro won’t turn on at least unable to see anything it is a black screen. I wonder if the files would be able to be transferred to a new Mac if the old one will not turn on?

With knowing the exact Mac involved it is hard to speculate on all the scenarios...
Older Macs you can pull the harddrive out and stick it into an external enclosure and see if your new mac will recognize it as functional.
Or use one of your back up drives as the source.
The most trouble free way to move to a new machine, is using the Setup Assistant on the initial boot of a brand new machine— you have one shot here. https://support.apple.com/en-us/HT205749
If that opportunity has past, the second best way is use the Migration Assistant.
