Unable to make In-App Purchase in minor son's iPhone

I am the Family Organizer for my minor son's iPhone. He is unable to buy a paid app on his iPhone. I have already turned on "Ask to Buy" on my iPhone. Whenever he wants a free app I get his request and I approve and he can download it successfully. But that's not happening when he wants a paid app. His iPhone says "In-App Purchases are disabled for this device." How can this be changed?
