iTunes 12.8 for Windows

That version is three years old. I would think it more likely that you need something current. What version of Windows are you running? There are some hints that the current version doesn't install drivers correctly on some systems, so perhaps 12.11.3.17 is a better version for your purpose. Anyway, here are some options for you.
