why can't apple offer yearly subscriptions . regulatory authorities are not allowing monthly subscriptions for money being billed outside the country

Unfortunately, annual subscriptions is not an option, as of this reply. So, recommend to Apple that the make it such.

- Select: "Account" for the "Feedback Type"
- Comment: on why you want this to be an option
- Proceed form there as necessary
