The TV app would be present on any Mac with macOS Catalina 10.15 or later. Find out which macOS your Mac is using - Apple Support
Macs with earlier versions macOS cannot have the Apple TV app. Those Macs would use the iTunes application for iTunes Store movies, and use the web for Apple TV+ content. Other Apple TV app Channels are not available on those older Macs.
