Since macOS Mojave (I think) iTunes is no longer used for syncing the iPhone to the Mac.
The job now gets done in a Finder window.
• Click Finder Preferences > Sidebar and make sure that the box for "CDs, DVDs, and iOS Devices" is check marked.
• Open a new Finder window and connect your iPhone.
• Select the iPhone in the sidebar and configure the sync properties as presented in the Finder window.

Many processes work seamlessly with iCloud. Make you turn on iCloud for everything. Photos, Messages, etc.. and they should migrate quickly after that.
