It's my old Apple ID compromised by a hacker?

My previous iPhone was hacked and I had an apple credit card attached to it. Now that I have started a bee Apple ID, on a new phone, no one seems to be able to help me.

Should I recover my old Apple ID? I now think I have the access I need to recover it. But I am worried it may still be compromised. Please help thanks.
