Are you attempting to connect the iPhone to your iPad over a Bluetooth connection? That will not work because those two devices cannot be paired over Bluetooth.
Are you attempting to transfer data from one device to another? If YES then have you reviewed this guide published by Apple ➔ Transfer data from your previous iOS device to your new iPhone, iPad, or iPod touch ?

If you see a message that says your account has been disabled in the App Store and iTunes Store, contact Apple Support for help.
iPhones don’t usually pair with iPads. What are you trying to do while setting up the iPad?
