ToUch ID is a shortcut for the passcode, but not a replacement. The passcode is needed after a reboot, and after two days or so, If the passcode has been forgotten, reset the iPhone: If you forgot your iPhone passcode - Apple Support

If you are sure of the passcode and the display and touch screen is failing (rare, but it happens) remove any case and any protective film, a d try again. If the touch screen still doesn’t register the passcode properly, get the display replaced
