Trying to downgrade my iCloud storage

I’m not using much data for my iCloud account, therefore I’ve been trying to downgrade but it won’t let me. I’m being charged for storage that I’m not even using. How can I downgrade and stop it from charging my account?

iPhone 7, iOS 14
