iCloud problem on my Mac

After a PRAM reset I got a notification from my mac, that there is a problem with iCloud. In fact "document and desktop" don't work anymore. If I go to preferences/icloud/Documents and Desktop, activate the rectangle, then click "done", iCloud for documents and desktop will remain disactivated all te same (if I check afterwards, the rectangular box is still disactivated)

I tried to logout and login to iCloud, nothing changes. Restart won't change anything at all. Any ideas?

I work with MacBookPro11,2

Intel Core i7

2.2 GHz

Mojave 10.14.6

Click on finder and take cursor on top menu bar > Go > keep on holding option key don't release it , from the context menu click on library > preferences > drag and drop com.apple.systempreferences.plist to the desktop , restart the Mac and then again open system preferences .

Reinstalling Mac OS from back up is better idea , if you agree erase the hard drive and reinstall Mac OS How to reinstall macOS - Apple Support

If the installer doesn't see your disk, or it says that it can't install on your computer or volume, you might need to erase your disk first
