In iPhone Storage section in settings I noticed iCloud was taking up 27GB of my hardware storage (I’m on free iCloud plan). Why is this happening and how can I fix it?
Hi, you have to enable iCloud photos and select optimize iCloud storage and not download and keep originals.

You don’t need phone storage. Just icloud storage. Once you follow these steps, and set the optimize iphone storage the iphone storage will get free, but it will take time for all your pics to back up to icloud.
Store your photos and videos in iCloud
Get started with iCloud Photos: Tap Settings > [your name] > iCloud > Photos. Turn on iCloud Photos. Select Optimize iPhone Storage to save space on your device.
