I am paying .99 per month for cloud storage I started it when I had my iPhone XR but now I have an iPhone 12 so how do I transfer it over so I’m not paying double?

When you pay $0.99 per month, you get 50GB of iCloud storage. It sounds like you filled that up.

iCloud Storage is tied to your Apple ID, not a specific device. There's nothing to transfer over.
As long as you sign in with the same Apple ID for iCloud on the iPhone 12 as you were using on the iPhone XR, your iCloud storage subscription will be available on the iPhone 12 too.
It's entirely possible to fill up the purchased storage too.
If you go to Settings->Account(top of settings)->iCloud->Manage Storage, it should show your purchased storage and its usage.
If you are signed in to the same Apple ID on both devices, it should show the same thing on both. If it doesn't. Then there may be an issue.
The iCloud storage fee is associated with your Apple ID, not any of the specific Apple devices you may have.
So why does it keep saying my storage is full and to purchase more?
An additional consideration is your iPhone XR latest backup may be out there wasting space. Consider deleting it.
