Continuity between iPhone 11 and iPad Pro 2021

I don’t use a Mac, but rather an iPhone and iPad Pro? Do the Continuity features work the same between different devices, with or without a Mac? Are there any limitations? What if the iPad is Wi-Fi only? What if the iPad is tethered to the iPhone?
