if i already signed and its saying iphone locked to owner how can i rset the phone to where i can just put in a apple id So I reset my phone to the beginning and it says iPhone locked to owner its y mom's old phoen and she doesn't know the password and stuff and I cant fix it I have a current Apple ID but it says i have to put the old one

You cannot. The original owner will need to remove the activation lock following these steps: https://support.apple.com/en-us/HT201441
