Are you sure it's a 6s and not a 6? I have a 6s and it runs the latest version of iOS. A 6 cannot run any version higher than iOS 12.

But now,my iOS is 11.2.1. Can I runs to 13.5.1?
If you have an iPhone 6S, you can run iOS 14.7.1. You can not run an intermediate version of iOS.
