How do I see pics and videos backed up to the cloud

Log into iCloud.com/photos. The same photos should appear on whatever device you have tied to iCloud (iCloud photos enabled in settings > photos). Any photos on your phone are also in the cloud. So, if you delete a photo from your phone or from the cloud, it will automatically delete on the other.
