Stuck on welcome screen for my iPhone email

I’m trying to access my iPhone email, Apple mail. When I click on the mail app icon it won’t take me to my messages like it used to. Now it wants me to set up an email account, it Seems to be stuck on the welcome screen. When I enter my iCloud and email credentials it tells me that this mail already exists. If I try to close out and re-open the app I’m on the welcome screen again. What do I do?

Have you tried going to Settings/Passwords & Accounts/Accounts to see if the account is active?
