I've deleted every app and every photo and every piece of music off my iPhone, trying to figure out what "Other System Data" is. It claims it's well, you can read that. But there's no need for any of that, since the phone is a complete blank now.
System Other is still 24 gb. This phone is a 64gb phone, so obviously this is a huge storage problem for me. How do I get rid of this garbage?

It did not.
The post you referenced was from December 07, 2020.
This iPhone was set to automatically update to the latest OS, and had a much later version than the two listed in that article.
