Can you help me try and sign out a iCloud that was on my phone and I don’t know who this person is I don’t know there iCloud or password can you help ?

There is no way for you to sign that AppleID out. See -> How to remove Activation Lock - Apple Support
If your are the original purchaser of the device, and have a receipt with serial number on it, take the iPhone ad receipt to an Apple store and they may be able to help you. But otherwise, you can do nothing if you don’t know the AppleID and password.
