can't install apps on Mac air because its not 10.14 and it is 10.13.6 and the apps require 10.14 what can I do and on App Store it us on the latest version 10.13.6 and there is no option to download and install the 10.14 version

I have 2017 Mac and the App Store uptodate on 10.13.6 and not to 10.14 or upper

Correct; they're both full-version upgrades and won't appear in the Updates list. If you depend on 32-bit software, you shouldn't upgrade past Mojave.
