How can I restore photos I permanently deleted?

I deleted some pictures from my “recently deleted folder” and I don’t know how to retrieve them

You cannot as they are now gone. That’s what happens when you permanently delete them. Unless you have your own independent backup of them somewhere, there is nowhere to recover them from.
