Two-factor authentication for Apple ID - Apple Support

"If your account isn't eligible for two-factor authentication, you can still use two-step verification to protect your information."

However, note this list of countries where Apple sells various services and the absence of some countries:

Will not engage in policy, politics, or discussion of the reasoning/rationale; but the simple, factual answer to your question is:

Apple does not do any business in Iran.

If you purchased an Apple product in Iran you did not purchase it from Apple nor from any Apple Authorized reseller as no such entities exist in Iran.

Since Apple sells no products in Iran, nor authorizes any retailer to sell their products, there is no Apple support or service.
