What is your version macOS? “Preparing to copy [Finder hang]” was a known issue in special circumstances (very large transfers/RAID) in macOS 10.15.4, and that was fixed in macOS 10.15.5.

For other versions macOS, the issue would have a different cause. You may want to consider a clean install of macOS. You may want to consider the health of the disk(s).

The process for manual copying is Finder itself. Force-quitting Finder should terminate a copying process that doesn’t progress. Finder should relaunch itself after a force-quit.

If needed, you can force a shutdown, by holding the power button for a few seconds. Then start up and try again.
