My icloud info shows me 23 GB use of space for documents (in finder) wheras my use of space for documents under icloud storage is 95 GB. What is the reason for this discrepancy ??

From your post it appears you have some questions regarding storage. The article you came from, What's the difference between device storage and iCloud storage, provides a good explanation of the difference between the storage on your Mac, and iCloud storage.
Without being able to see the actual system, it would appear that the first number would be the storage available on the actual Mac, and the second number is how much iCloud storage is available.
