Mac mini will not restore.

Attempted to restore Mac mini to factory settings. When booted up I get a picture of a folder with a question mark which I believe means there is no OS to boot from. When I restart it into recovery mode I can click to reinstall the OS however it will quit the entire operation at about 75-80% says cannot be completed.

Sounds like the Mac Mini's drive is not properly formatted or has failed.

In macOS Recovery Mode, go to Disk Utility and use the following steps to Erase and Format the Drive.

see > https://support.apple.com/en-us/HT208496

Then go back and try to Reinstall the macOS.
