How can I restore a deleted app if app page just says open instead of the iCloud icon? It will open app but won’t download it.

I no longer see my Maps icon on my iPhone. I can see it on the App Store and it has OPEN with no cloud icon. I have looked at every screen of my phone and do not see Maps anywhere. How can I get it to appear again since I am unable to reload it?
