I am able to tile a window to the left of the screen but, to the right of the screen the following message appears: "No Available Windows". How do I resolve this problem?

iMac 21.5″, macOS 10.15

That means there are not any apps open that can be put into split screen with the app you started from.

Are there any apps open in that same Desktop?

If you don't have any apps you can split the screen with, you can hold down the Option key and "Move" the window to the left side. That doesn't require another app to split the screen with.
