How do I remove apple credit with money on it to change my region I have 4 cents and can’t use it and It won’t to change my region. Is there any mail that we can contact apple support? Thank you

Buy an item more expensive than your balance and use a different payment method to pay the excess amount; if you can't do this, ask the iTunes Store staff to zero it.
