What to Do:

So, these are not your devices. Correct? But rather are someone else's devices. Correct? If they are not your devices, then be honest about it, and take it back to the deliverer (i.e. FedEx or UPS), and have them send it back to the shipper: Apple. I'm not certain why Apple would just blow away a device over the phone that is not officially yours, and let you have it.

Most shippers won't simply return the package because its been opened. I'd try Apple again, look for the packing slip and, if nothing else, say that you would like to return a phone that was recently purchased. If there is an Apple Store nearby, you could probably take the phones there too.

1. If the houses to which the iPhones should go to are nearby (in your neighborhood) then you can choose to just deliver the iPhones. Not sure how comfortable you are to do so. Up to you.
2. You can contact the original delivery service and have the items picked up.
3. You have already contacted Apple. You can try Apple again for more decisive directive.

Can't think of anything else. Point 2, at this point, is more appealing to me.
