Itunes on Macbook pro recognizes Ipad air as I phone and can't restore software

Kids locked Ipad air. When attempted to restore it via Itunes faced following issues:

I pad recognised as I phone.
After attempting to restore I pad gives "ERROR 4013"

iPad Air 3, iPadOS 14
