How to see documents on I cloud?

Follow the steps in the support document you posted from. Specifically: "On your iPhone, iPad, and iPod touch with iOS 11 and later, you can access your files from the Files app when you have iCloud Drive set up."

If you are having an issue with the steps or something else, then specify what that is.
