Is there any way to get the contact photos to appear on my iPad in the contacts app? I have already tried using CardDav with no luck. I remember there was a period of time when the photos would show up, but i diagnosed that as hangouts bringing them in. I don't have hangouts anymore so is there any another work around?

Not really, my iPad is in pretty good shape and anyways, an iPad Pro which is up to date with the latest software doesn't show the profile pictures either, so if there are any ways to fix this that would be greatly appreciated.
Then it may NOT be your iPads or the OS, but maybe Google, instead.
You would need to reach out to Google support to see if it is an issue on their end.
If you are using a 9-year old iPad, that, in itself, could be a source of your issue.
