Want to delete an app that stopped working. It will wiggle but there is no delete icon ~ -.

Do you see the delete option when you attempt to delete the app?

If not then Open Settings ➔ Screen Time ➔ Content & Privacy Restrictions ➔ iTunes & App Store Purchases ➔ Deleting Apps : Set this to ALLOW.
